Acting Executive Director

Marcie A. Perez, MBA, serves as Acting Executive Director and Operations Officer of the Early Childhood Innovation Center (ECIC) at Delaware State University. In her current role, Marcie provides executive leadership and strategic direction for the Center, overseeing organizational operations, fiscal management, statewide initiatives, personnel, strategic partnerships, and the continued growth and sustainability of the ECIC.

As a founding member of the Early Childhood Innovation Center, Marcie has been instrumental in building the Center from the ground up and shaping its development since its inception. She established much of the ECIC’s fiscal, administrative, business, and operational infrastructure, including financial systems, internal controls, policies and procedures, business processes, contracting and procurement processes, and organizational workflows. Throughout her tenure, she has led multimillion-dollar state- and grant-funded initiatives, strategic planning, organizational development, fiscal management, compliance, process improvement, and workforce planning. She works extensively across Delaware State University and with the Delaware Department of Education, institutions of higher education, contractors, community organizations, and statewide partners to translate strategic priorities into sustainable systems and initiatives that support Delaware’s early childhood workforce.

Marcie brings more than 18 years of progressive experience in state government and higher education, with extensive expertise in early childhood systems, organizational development, fiscal management, operations, and project management. Prior to joining Delaware State University, she spent more than seven years with the Delaware Department of Education, where she directed fiscal and operational management for approximately 40 state and federal funding streams totaling more than $50 million annually in support of statewide early childhood programs and initiatives. Earlier in her career, she served in roles with the Delaware Office of Management and Budget and the Office of Child Care Licensing.

Marcie holds a Master of Business Administration and a Bachelor of Science in Organizational Management with a minor in Finance from Wilmington University, as well as an Associate of Applied Science in Business Administration from Delaware Technical Community College. Her career has focused on building strong organizational systems, developing collaborative partnerships, and creating sustainable structures that strengthen programs and advance opportunities for Delaware’s early childhood workforce.
