ECIC DE RISE Scholarships Overview

Eligibility Requirements

All ECIC DE RISE Scholarships require applicants to work at least 20 hours per week directly with children in a Delaware Office of Child Care Licensing (OCCL) licensed early care and education program. For scholarships offering a completion stipend, scholars must complete six (6) months of consecutive employment for a minimum of 20 hours per week in Delaware, serving children from prenatal to 2nd grade and/or their families. This six-month employment requirement begins based on the conferral date listed on the DE RISE Associate or Bachelor’s diploma or the credential date on the CDA® Credential for DE RISE CDA Comprehensive and DE RISE CDA Voucher Only Scholars.

Scholarship Options

Quorum Scholarship

Gain access to a comprehensive catalog of CDA® training courses available 24/7 for an entire year. Offered in both English and Spanish, this scholarship makes learning convenient for busy professionals. The scholarship covers a one-year Quorum subscription and does not include additional support.

CDA® Comprehensive Scholarship

This scholarship is designed to provide extensive support throughout the CDA® credentialing process. It includes required monthly cohort meetings and classroom observations, along with the following benefits:

  • Laptop
  • $500 support stipend
  • CDA® assessment fee
  • CDA® book
  • Quorum E-Learning subscription (if needed)
  • $1,000 completion stipend

CDA® Voucher Only Scholarship

Designed for ECE professionals who have completed their CDA® portfolio and are working towards their CDA® credential. Includes:

  • CDA® assessment fee
  • A $1000 completion stipend

If additional guidance or portfolio support is needed, the CDA® Comprehensive Scholarship may be a better fit.

CDA® Renewal Scholarship

This scholarship supports ECE professionals with a valid CDA® credential expiring within six (6) months. Covers the CDA® renewal fee, no other supports are offered.

Associate and Bachelor Scholarships

These scholarships help ensure Delaware’s early childhood educators have access to professional development and education without financial barriers. Includes:

  • Tuition coverage (up to 13 credits per semester and some fees) at approved institutions of higher educations and degree programs.
  • Laptop
  • $250 support stipend per semester
  • Other stipends, including completion stipends

Scholars must maintain a 2.5 GPA, remain continuously enrolled in an approved degree program, and consistent participation in three progress meetings per semester. For more details, visit the Associate Degree Scholarship or Bachelor’s Degree Scholarship pages.
 

How to Apply

To apply for an ECIC DE RISE Scholarship:

  1. Log in or create an account in the Delaware Early Care and Education Portal.
  2. Click the “Professional Portal” icon.
  3. Select “View My Scholarship Journey” and complete the requested information.
  4. From the “My Scholarship Type” dropdown, choose the scholarship application you wish to complete.
